Information You Provide Directly
Account registration information: Full name, email address, phone number, and mailing address. Professional licensing information: State electrical license number, license type, license expiration date, and state of licensure. This information is required for CE credit reporting to your state licensing board. Payment information: Credit card or debit card number and billing address. Payment processing is handled securely through our payment processor. We do not store full card numbers on our servers. Course enrollment and completion data: Courses purchased, progress tracking, quiz and exam scores, and completion certificates issued. Customer service communications: Emails, support tickets, and any correspondence with our team.Information Collected Automatically
Device and browser information: IP address, browser type and version, operating system, and device type. Usage data: Pages visited, click patterns, course access times, and time-tracking data including both wall-clock time (total elapsed time from course start to completion) and active learning time (cumulative time the course tab was in active browser focus). Both time metrics are recorded on your certificate of completion and may be reported to your state licensing board. Several states require enhanced identity verification for online CE courses. Where required by state regulatory boards, we may collect: • Photographic identification (driver’s license or state-issued ID) for identity matching• Webcam photographs or short video clips captured during course participation for attendance verification
• Facial recognition data or biometric data derived from facial images for identity confirmation Biometric data is collected only where required by a state regulatory board — currently the Nebraska State Electrical Division for online CE identity verification. We comply with applicable state biometric privacy laws, including but not limited to the Texas Capture or Use of Biometric Identifiers Act (Tex. Bus. & Com. Code § 503.001) and Washington’s Biometric Privacy Act (RCW 19.375). We also treat biometric data as “sensitive personal information” subject to opt-in consent under the comprehensive privacy laws of Colorado, Connecticut, Utah, and Virginia. Before any biometric data is collected, you will receive a separate written disclosure explaining the specific purpose and duration of the collection, and you will be asked to provide informed written consent. You may decline biometric data collection; however, this may prevent you from completing online courses in states that mandate biometric identity verification. Biometric and identity verification data is encrypted using AES-256, stored on access-controlled servers, retained only for the period required by the applicable state regulatory body, and in no case longer than three (3) years before being permanently deleted.
3. How We Use Your Information
We use the information we collect to process course enrollments and deliver course content, issue certificates of completion, report course completions to state licensing boards as required by law, process payments and prevent fraud, communicate with you regarding your account and purchases, send marketing communications (with your consent, with the ability to opt out at any time), improve our website and course content through analytics, and comply with legal and regulatory obligations.4. How We Share Your Information
We may share your personal information with payment processors for transaction processing, state electrical licensing boards and regulatory bodies for CE credit reporting, CE tracking platforms (such as CE Broker, where required by specific states), email marketing service providers, website analytics providers, cloud hosting and infrastructure providers, and identity verification service providers where required by state regulations. We do not sell, rent, or trade your personal information to third parties for their marketing purposes.State Regulatory Reporting Consent
As an approved continuing education provider, Grounded Learning CE is legally required to report course completion information to state electrical licensing boards. Reporting requirements — including which fields are reported, the platform used (e.g., CE Broker), and how soon after completion reports must be submitted — vary by state. Examples of state-specific timelines include: Michigan and Minnesota (within fourteen (14) days via CE Broker or department forms); Virginia and Oklahoma (within seven (7) days); North Dakota (within fifteen (15) days); Alabama (within thirty (30) days); Montana (within twenty (20) days); South Dakota (next business day); and Georgia (via CE Broker, mandatory as of January 1, 2026). By enrolling in a course, you consent to the reporting of your name, license number, course title, completion date, and credit hours earned to the applicable state regulatory body or bodies. Data Security
We implement industry-standard security measures including SSL/TLS encryption for data in transit, encrypted storage for sensitive data at rest, access controls on a need-to-know basis, regular security audits, and PCI DSS-compliant payment processing. Biometric and identity verification data is encrypted using AES-256 encryption and retained only as long as required by the applicable state regulatory body.6. Your Rights
You have the right to access, correct, or request deletion of your personal information, subject to our legal obligations to retain certain records for state regulatory compliance. We retain course completion records, certificates, and associated personal information for a minimum of seven (7) years from the date of course completion, or longer where required by state regulatory bodies. This retention period meets or exceeds the requirements of all states in which we operate, including Colorado (seven-year retention requirement, the strictest among our operating states). Payment records are retained as required by tax and financial regulations. You may request deletion of your account and personal data, but we may retain records necessary for regulatory compliance.9. Children’s Privacy
Our services are intended for licensed electrical professionals and individuals preparing for electrical licensing examinations. We do not knowingly collect personal information from children under the age of thirteen (13) in compliance with the Children’s Online Privacy Protection Act (COPPA). If we learn that we have inadvertently collected information from a child under 13, we will promptly delete that information. Additionally, account holders must be at least eighteen (18) years of age (or the age of majority in their jurisdiction) to purchase courses or enter into our Terms of Service.10. State-Specific Privacy Rights
California Residents (CCPA/CPRA): California residents have additional rights under the California Consumer Privacy Act, as amended by the California Privacy Rights Act, including the right to know what personal information is collected, the right to delete personal information, the right to correct inaccurate information, the right to opt out of the sale or sharing of personal information (we do not sell or share your data), the right to limit the use of sensitive personal information, and the right to non-discrimination for exercising privacy rights. Although California is not one of our target states for CE course approval, California residents may purchase exam preparation products and visit our website.
